M I N U T E S April 10, 2001 A Regular Meeting of the Mayor and Council of the Borough of Hasbrouck Heights was held on April 10, 2001 at 8 p.m. at the Masonic Hall, 200 Division Avenue, corner of the Boulevard, Hasbrouck Heights, New Jersey. Mayor Torre stated that the meeting complied with the Sunshine Law, due notice having been made to all members by personal service on January 1, 2001 and to The Observer, The Record and the Herald News on January 1, 2001.

SALUTE TO THE FLAG AND PLEDGE OF ALLEGIANCE: Mayor Torre led in the Salute to the Flag and Pledge of Allegiance.
COMMUNICATIONS: None
APPROVAL OF MINUTES: None
BILLS: BE IT RESOLVED that the claims and accounts amounting to $2,177,059.70 specified in the schedule hereto annexed, having been examined and approved by the Finance Commissioner, or his Deputy, be paid and that warrants be issued therefor. Signed Andrew Link III On a motion by Councilman DiPisa, seconded by Councilwoman Verrastro, and unanimously carried, the foregoing Resolution was adopted.

RESOLUTIONS: 53. Dog Licenses - Payment of Fees to State 54. Marriage Licenses - Payment of Fees to State 55. Authorizing Sale of Bond Anticipation Note 56. Authorizing Payment of Sewer Back-Up Settlements 57. Grant of Licenses to Tyree for Monitoring Wells Adjacent to Getty Gas Station, Route 17 Before the vote was taken Councilwoman Verrastro spoke regarding the Getty Gas Station, asking that neighbors be notified; and Councilman Link asked the DPW and Property Maintenance official take a look at the fence recently put up on the Getty property. On a motion by Councilman Wassberg, seconded by Councilman Pepe, and unanimously carried, the foregoing Resolutions were approved. (Copies attached)

RESIGNATIONS: Craig Messery from the Community Celebrations Committee Mary Russo from the Community Celebrations Committee On a motion by Councilman Pepe, seconded by Councilman DiPisa, and unanimously approved, the foregoing Resignations were accepted with regret.
ORDINANCE (S) ON INTRODUCTION: ORDINANCE NO. 1925: BE IT RESOLVED that an Ordinance entitled: "AN ORDINANCE TO STABILIZE AND REGULATE RENTS WITHIN THE BOROUGH OF HASBROUCK HEIGHTS AND TO ESTABLISH A RENT BOARD, WHICH ORDINANCE IS TO BE COMMONLY KNOWN AS THE "2001" RENT LEVELLING ORDINANCE"introduced this date be and the same is hereby passed on first reading and the Borough Clerk be directed to advertise notice of public hearing on said Ordinance to be held at the regular meeting of the Borough Council on April 24, 2001.
ORDINANCE NO. 1926: BE IT RESOLVED that an Ordinance entitled: "AN ORDINANCE TO SUPPLEMENT CHAPTER 222 ENTITLED "SEWERS" OF THE CODE OF THE BOROUGH OF HASBROUCK HEIGHTS TO PROVIDE THEREIN AN ARTICLE ENTITLED "ARTICLE VI, DAMAGE CLAIMS FOR BACKUPS ONTO CERTAIN PRIVATE PREMISES" TO PROVIDE FOR THE TERMS AND CONDITIONS UNDER WHICH THE BOROUGH WILL RECOGNIZE ANY SUCH CLAIMS AND THE EXTENT TO WHICH SUCH CLAIMS WILL BE SATISFIED"introduced this date be and the same is hereby passed on first reading and the Borough Clerk be directed to advertise notice of public hearing on said Ordinance to be held at the regular meeting of the Borough Council on April 24, 2001. On a motion by Councilman Pepe, seconded by Councilman Wassberg, and unanimously carried, the foregoing Ordinances on Introduction were approved.
ORDINANCES ON PUBLIC HEARING: Mayor Torre opened the meeting to the public for anyone wishing to speak on Ordinance No. 1922, No. 1923 and No. 1924. There being no one wishing to speak, Mayor Torre closed the public hearing on said ordinances.
ORDINANCE NO. 1922: BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE TO AUTHORIZE THE ACQUISITION FOR PUBLIC PURPOSE OF LOT 19.4 IN BLOCK 48 COMMONLY KNOWN AS 320 BOULEVARD, LOT 19.2 IN BLOCK 48 COMMONLY KNOWN AS 322 BOULEVARD AND LOT 19.1 IN BLOCK 48 COMMONLY KNOWN AS 202 MADISON AVENUE BY CONDEMNATION IF THE BOROUGH CANNOT ACQUIRE TITLE THERETO BY AGREEMENT WITH ITS OWNER" be now passed on second and final reading and the Borough Clerk be and is hereby authorized and directed to publish said Ordinance, same to be published in The Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights.

Ordinance entitled "AN ORDINANCE PURSUANT TO N.J.S.A. 40A:12-5 TO ACQUIRE PREMISES
COMMONLY KNOWN AS 214 CENTRAL AVENUE IN CONSIDERATION OF THE SUM OF $350,000.00 FOR THE
PURPOSE OF DEVELOPING THE SAME IN CONNECTION WITH THE PROPOSED MUNICIPAL BUILDING TO BE
LOCATED ON THE EAST SIDE OF THE BOULEVARD BETWEEN CENTRAL AND MADISON AVENUES" be
now passed on second and final reading and the Borough Clerk be and is hereby authorized
and directed to publish said Ordinance, same to be published in The Observer, a newspaper
circulating and published in the Borough of Hasbrouck Heights. ORDINANCE NO. 1924: BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE PURSUANT TO N.J.S.A. 40A:12-5 TO ACQUIRE PREMISES COMMONLY KNOWN AS 210 CENTRAL AVENUE IN CONSIDERATION OF THE SUM OF $260,000.00 FOR THE PURPOSE OF DEVELOPING THE SAME IN CONNECTION WITH THE PROPOSED MUNICIPAL BUILDING TO BE LOCATED ON THE EAST SIDE OF THE BOULEVARD BETWEEN CENTRAL AND MADISON AVENUES" be now passed on second and final reading and the Borough Clerk be and is hereby authorized and directed to publish said Ordinance, same to be published in The Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights. On a motion by Councilman Wassberg, seconded by Councilman DiPisa, and unanimously carried, the foregoing Ordinances on Adoption were approved. This being the first meeting of the month, the Mayor dispensed with opening the meeting to the public and said that the meeting would be open to the public on April 24, 27, 2001.
RECESS FOR CAUCUS: The Mayor announced that the meeting would be recessed for Caucus.
ADJOURN: There being no further business to be conducted by the Mayor and Council, the meeting was adjourned.
