BOROUGH OF HASBROUCK HEIGHTS

M I N U T E S

August 8, 2000

A Regular Meeting of the Mayor and Council of the Borough of Hasbrouck Heights was held on August 8, 2000 at 8 p.m. at the Masonic Hall, 200 Division Avenue, corner of the Boulevard, Hasbrouck Heights, New Jersey.

Mayor Torre stated that the meeting complied with the Sunshine Law, due notice having been made to all members by personal service on December 28, 1999 and to The Observer, The Record and the Herald News on December 28, 1999.

ROLL CALL: Present: Councilman Herbert D. Heeren, Councilman Justin A. DiPisa, Councilman Garrett R. Pepe, Councilwoman Marlene Verrastro, Councilman John Wassberg

Absent: Councilman Andrew Link III

 

SALUTE TO THE FLAG AND PLEDGE OF ALLEGIANCE: Mayor Torre led in the Salute to the Flag and Pledge of Allegiance.

Mayor Torre thanked everyone for coming and announced that following the Regular Meeting, the Caucus would be held at which time would allow residents within 200 feet of the Central Avenue property who were noticed to speak to be given that opportunity.

 

COMMUNICATIONS: None

 

APPROVAL OF MINUTES: (June 27, 2000, July 11, 2000 and July 25, 2000)

On a motion by Councilman DiPisa, seconded by Councilwoman Verrastro, and unanimously carried, except for Councilman Pepe abstaining from the minutes of July 25, 2000, as he was absent, the foregoing minutes were adopted.

 

BILLS:

Be It Resolved that the claims and accounts amounting to $2,232,107.28 specified in the schedule hereto annexed, having been examined and approved by the Finance Commissioner, or his Deputy, be paid and that warrants be issued therefor.

On a motion by Councilwoman Verrastro, seconded by Councilman Pepe, and unanimously carried, the foregoing resolution was adopted.

 

CONSENT AGENDA:
119. Bingo License for Corpus Christi Church

120. Bingo License for Concerned Parents of Corpus Christi Church

On a motion by Councilman DiPisa, seconded by Councilman Pepe, and unanimously carried, the foregoing Consent Agenda Resolutions were adopted (Resolutions attached).

On a motion by Councilman Wassberg, seconded by Councilman DiPisa, and unanimously carried, the foregoing Resolutions were adopted (Resolutions attached).

ORDINANCE(S) ON PUBLIC HEARING:

Mayor Torre opened the meeting to anyone wishing to speak on Ordinances No. 1906, 1907, 1908, and 1909 on Public Hearing. As no one stepped forward, the ordinances were read by the Borough Clerk.

 

ORDINANCE NO. 1906:

BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE TO FURTHER AMEND AND SUPPLEMENT AN ORDINANCE ENTITLED "AN ORDINANCE TO PROVIDE FOR THE SUBDIVISION OF LAND AND SITE PLAN REVIEW OF DEVELOPMENTS WITHIN THE BOROUGH OF HASBROUCK HEIGHTS PURSUANT TO THE MUNICIPAL LAND USE LAW," ADOPTED ON MARCH 23, 1987, AS THE SAME HAS BEEN HITHERTO AMENDED AND SUPPLEMENTED SO AS TO ELIMINATE THE AUTOMATIC NECESSITY TO OBTAIN SITE PLAN APPROVAL IN CERTAIN CASES WHEN NO IMPACT UPON ZONING IS LIKELY AND THEREBY FACILITATE IN CERTAIN CASES CHANGES IN OWNERSHIP OR TENANCY OF CERTAIN NON-RESIDENTIAL PREMISES" be now passed on second and final reading and the Borough Clerk be and hereby authorized and directed to publish said Ordinance, same to be published in The Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights.

 

ORDINANCE NO. 1907:

BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE TO PROVIDE FOR THE RESURFACING OF WOOD STREET THROUGH ITS ENTIRE LENGTH,

CLEVELAND AVENUE FROM TERRACE AVENUE TO THE BOULEVARD AND KIPP AVENUE FROM THE BOULEVARD TO WOODSIDE AVENUE AND OTHER NECESSARY APPURTENANCES TO APPROPRIATE THE TOTAL SUM OF $190,000.00 THEREFOR, $9,500.00 OF WHICH TO BE RAISED FROM THE CAPITAL IMPROVEMENT FUND AND $180,500.00 OF WHICH TO BE FINANCED IN ACCORDANCE WITH THE PROVISIONS OF THE LOCAL BOND LAW be now passed on second and final reading and the Borough Clerk be and hereby authorized and directed to publish said Ordinance, same to be published in The Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights.

 

ORDINANCE NO. 1908:

BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE TO PROVIDE FOR THE RESURFACING OF OTTAWA AVENUE FROM BURTON AVENUE TO ROUTE 17 AND OTHER NECESSARY APPURTENANCES TO APPROPRIATE THE TOTAL SUM OF $215,000.00 THEREFOR, $140,000.00 OF WHICH HAVING BEEN GRANTED BY THE DEPARTMENT OF TRANSPORTATION OF THE STATE OF NEW JERSEY UNDER THE TRANSPORTATION TRUST FUND, $10,750.00 OF WHICH TO BE RAISED FROM THE CAPITAL IMPROVEMENT FUND AND $64,250.00 OF WHICH TO BE FINANCED IN ACCORDANCE WITH THE PROVISIONS OF THE LOCAL BOND LAW" be now passed on second and final reading and the Borough Clerk be and hereby authorized and directed to publish said Ordinance, same to be published in The Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights.

 

ORDINANCE NO. 1909:

BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE TO PROVIDE FOR THE REHABILITATION OF CERTAIN SANITARY SEWER FACILITIES WITHIN THIS BOROUGH FOUND OR TO BE FOUND IN NEED OF THE SAME, TO APPROPRIATE THE SUM OF $50,000.00 FOR THAT PURPOSE AND TO AUTHORIZE THE FINANCING OF THE COST THEREOF IN ACCORDANCE WITH THE PROVISIONS OF THE LOCAL BOND LAW BY THE ISSUANCE OF BONDS OR NOTES NOT TO EXCEED THE SUM OF $47,500.00 be now passed on second and final reading and the Borough Clerk be and hereby authorized and directed to publish said Ordinance, same to be published in The Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights.

On a motion by Councilman DiPisa, seconded by Councilwoman Verrastro, and unanimously carried, the foregoing Ordinances on Public Hearing were approved.

 

MISCELLANEOUS FROM PUBLIC:

This being the first meeting of the month, the Mayor dispensed with opening the meeting to the public and said that the meeting would be open to the public on August 15, 2000.

 

RECESS FOR CAUCUS:

The Mayor announced that the meeting would be recessed for Caucus.

 

ADJOURN:

There being no further business to be conducted by the Mayor and Council, the meeting was adjourned.
