BOROUGH OF HASBROUCK HEIGHTS

M I N U T E S

June 13, 2000


A Regular Meeting of the Mayor and Council of the Borough of Hasbrouck Heights was held on June 13, 2000 at 8 p.m. at the Masonic Hall, 200 Division Avenue, corner of the Boulevard, Hasbrouck Heights, New Jersey.

Mayor Torre stated that the meeting complied with the Sunshine Law, due notice having been made to all members by personal service on December 28, 1999 and to The Observer, The Record and the Herald News on December 28, 1999.

ROLL CALL: Present: Councilman Andrew Link III, Councilman Herbert D. Heeren, Councilman Justin A. DiPisa, Councilman Garrett R. Pepe, Councilwoman Marlene Verrastro, Councilman John Wassberg

Absent: None

 

SALUTE TO THE FLAG AND PLEDGE OF ALLEGIANCE: Mayor Torre led in the Salute to the Flag and Pledge of Allegiance.

APPROVAL OF MINUTES: None

BILLS:

Be It Resolved that the claims and accounts amounting to $1,218,753.08 specified in the schedule hereto annexed, having been examined and approved by the Finance Commissioner, or his Deputy, be paid and that warrants be issued therefor.

On a motion by Councilwoman Verrastro, seconded by Councilman Pepe, and unanimously carried, the foregoing resolution was adopted.

On a motion by Councilman DiPisa, seconded by Councilman Heeren, and unanimously carried, the foregoing Resolutions were adopted (Resolutions attached).

 

APPOINTMENTS: Thomas Rubino as Fire Department Secretary

On a motion by Councilman DiPisa, seconded by Councilman Pepe, and unanimously carried, the foregoing Appointment was approved.

 

RESIGNATIONS: Anthony Marchese as Secretary of Fire Department

On a motion by Councilman DiPisa, seconded by Councilman Pepe, and unanimously carried the foregoing Resignation was approved with regret, noting that Marchese was joining the Air Force.

Richard W. Kubler from Fire Department Engine Co. 1

On a motion by Councilman DiPisa, seconded by Councilman Pepe, and unanimously carried the foregoing Resignation was approved with regret.

 

MAYOR’S REPORT:

Mayor Torre averted from the agenda normally followed for the first monthly meeting and noted for the record that Terry Naletko, building inspector, was recovering from by pass surgery and wished him well. Regarding the State Aid applications resolution, the council was trying to get funding for the Boulevard, to replace with new sidewalks and pavers. He congratulated the Seniors who participated in the Senior Olympics and to the Recreation Director. He had received a letter from James Gorgi regarding Williams and Terrace and he referred it to the Police Traffic Department.

 

PROCLAMATION: Rev. Raymond Holmes, Corpus Christi Church

Father Holmes celebrated his 35th anniversary and the proclamation was read aloud by the Mayor (copy attached). Father Holmes thanked everyone and said that being in Corpus Christi and Hasbrouck Heights has been the best.



PRESENTATIONS:
Assemblywoman Rose Heck Presents Agenda for Hasbrouck Heights Day in Trenton on June 22, 2000.

Assemblywoman Heck passed out letters to each of the council, with several extras to the Borough Clerk if needed. She said that the day would begin with a light lunch served in a new room before the presentation in the Assembly chambers. She lauded the mayor and council and various departments for getting through the airplane crash and fire, expressed her sympathies regarding the passing on of Andrew Feintuch, and that she would be happy to serve in some capacity on a planning committee, as a former mayor and assemblywoman. She also congratulated the Borough Clerk on her recent promotion. Mayor Torre thanked Assemblywoman Heck for bestowing this great honor on the Borough and for all her help through this time. Assemblywoman Heck reiterated the importance of communications and town meetings. Mayor Torre said that there were meetings regarding the rebuilding going on every third Tuesday, and the committee was meeting every Tuesday morning. She thanked Councilman Wassberg for attending the Flood meeting at HMDC and for taking an interest in this over the years.


Contemporary Club Presents Check for Police Vest

Contemporary Club President Patricia Link presented a check in the amount of $800 to the Police Department to purchase a bulletproof vest. Accepting the check were Councilman Pepe for the Ralph J. Pepe Memorial Fund, Police Chief Colaneri and Mayor Torre. Chief Colaneri thanked Councilman Pepe, and said that the new vests are much more comfortable.

 

ORDINANCE(S) ON INTRODUCTION:

ORDINANCE No. 1903:

BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE TO AMEND AN ORDINANCE ENTITLED "AN ORDINANCE TO FIX THE SALARY AND COMPENSATION OF CERTAIN OF THE OFFICERS AND EMPLOYEES OF THE BOROUGH OF HASBROUCK HEIGHTS, NEW JERSEY, FOR THE YEAR 2000" introduced this date be and the same is hereby passed on first reading and the Borough Clerk be directed to advertise notice of public hearing on said Ordinance to be held at the regular meeting of the Borough Council on June 27, 2000.

On a motion by Councilwoman Verrastro, seconded by Councilman Pepe, and unanimously carried, the foregoing Ordinance on Introduction was approved.

Before introducing Ordinance No. 1904 Mayor Torre made known that this ordinance took a lot of work to prepare and is one of the strictest in the county.

ORDINANCE No. 1904:

BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE TO AMEND AND SUPPLEMENT CHAPTER 222 ENTITLED "SEWERS" OF THE CODE OF THE BOROUGH OF HASBROUCK HEIGHTS" introduced this date be and the same is hereby passed on first reading and the Borough Clerk be directed to advertise notice of public hearing on said Ordinance to be held at the regular meeting of the Borough Council on June 27, 2000.

On a motion by Councilwoman Verrastro, seconded by Councilman Pepe, and unanimously carried, the foregoing Ordinance on Introduction was approved.

 

ORDINANCE NO. 1896:

BE IT RESOLVED that an Ordinance entitled: "AN ORDINANCE TO SUPPLEMENT CHAPTER 261 ENTITLED "VEHICLES AND TRAFFIC" OF THE CODE OF THE BOROUGH OF HASBROUCK HEIGHTS SO AS TO INCLUDE THEREIN A PROHIBITION AGAINST THE PARKING OF ANY MOTOR VEHICLES OF A GROSS WEIGHT IN EXCESS OF 8,000 LBS. (4 TONS) UPON ANY PUBLIC STREET WITHIN THIS BOROUGH EXCEPT FOR THE PURPOSE OF RECEIVING OR DELIVERING GOODS OR MATERIALS OR RENDERING OF SERVICES" introduced May 23, 2000, be and the same and the Borough Clerk be directed to advertise notice of public hearing on said Ordinance to be held at the regular meeting of the Borough Council on June 27, 2000.

 

On a motion by Councilman DiPisa, seconded by Councilman Pepe, and unanimously carried, the foregoing Ordinance on Continued Public Hearing was accepted.

 

ORDINANCE(S) ON PUBLIC HEARING:

Mayor Torre opened the meeting to anyone wishing to speak on the Ordinances on Public Hearing. As no one stepped forward, the ordinances were read by the Borough Clerk.

ORDINANCE NO. 1895:

BE IT RESOLVED that an Ordinance entitled: "AN ORDINANCE AUTHORIZING THE PURCHASE OF A HIGH PRESSURE BREATHING AIR SYSTEM AND ALL NECESSARY APPURTENANCES FOR USE BY THE FIRE DEPARTMENT OF THE BOROUGH OF HASBROUCK HEIGHTS, TO APPROPRIATE THE TOTAL SUM OF $27,000.00 WITH $11,700.00 FROM INSURANCE PROCEEDS, $1,500.00 FROM THE CAPITAL IMPROVEMENT FUND AND $13,800.00 FROM AVAILABLE CAPITAL SURPLUS FOR THE SAME." be now passed on second and final reading and the Borough Clerk be and hereby authorized and directed to publish said Ordinance, same to be published in The Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights.

 

ORDINANCE NO. 1897:

BE IT RESOLVED that an Ordinance entitled: "AN ORDINANCE TO AMEND §261-27 ENTITLED "OVERNIGHT PARKING" OF CHAPTER 261 ENTITLED "VEHICLES AND TRAFFIC" OF THE CODE OF THE BOROUGH OF HASBROUCK HEIGHTS SO AS TO CLARIFY THE LANGUAGE CONTAINED IN THAT SECTION" be now passed on second and final reading and the Borough Clerk be and hereby authorized and directed to publish said Ordinance, same to be published in The Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights.

 

ORDINANCE NO. 1898:

BE IT RESOLVED that an Ordinance entitled: "AN ORDINANCE TO FIX THE SALARY AND COMPENSATION OF CERTAIN OF THE OFFICERS AND EMPLOYEES OF THE BOROUGH OF HASBROUCK HEIGHTS, NEW JERSEY, FOR THE YEAR 2000" be now passed on second and final reading and the Borough Clerk be and hereby authorized and directed to publish said Ordinance, same to be published in The Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights.

 

ORDINANCE NO. 1899:

BE IT RESOLVED that an Ordinance entitled: "AN ORDINANCE AUTHORIZING THE PURCHASE OF COMMUNICATIONS EQUIPMENT FOR USE BY THE FIRE DEPARTMENT AND POLICE DEPARTMENT OF THE BOROUGH OF HASBROUCK HEIGHTS, TO APPROPRIATE THE TOTAL SUM OF $60,000.00 WITH $54,000.00 FROM A SPECIAL LEGISLATIVE GRANT AND $6,000.00 FROM THE CAPITAL IMPROVEMENT FUND FOR THE SAME." be now passed on second and final reading and the Borough Clerk be and hereby authorized and directed to publish said Ordinance, same to be published in The Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights.

 

ORDINANCE NO. 1900:

BE IT RESOLVED that an Ordinance entitled: "AN ORDINANCE TO AMEND AN ORDINANCE ENTITLED "AN ORDINANCE TO FIX THE SALARY AND COMPENSATION OF CERTAIN EMPLOYEES OF THE DEPARTMENT OF PUBLIC WORKS OF THE BOROUGH OF HASBROUCK HEIGHTS, NEW JERSEY, FOR THE YEAR 2000" be now passed on second and final reading and the Borough Clerk be and hereby authorized and directed to publish said Ordinance, same to be published in The Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights.

 

ORDINANCE NO. 1901:

BE IT RESOLVED that an Ordinance entitled: "AN ORDINANCE TO AMEND AN ORDINANCE TO FIX THE SALARY AND COMPENSATION OF MEMBERS OF THE HASBROUCK HEIGHTS POLICE DEPARTMENT FOR THE YEAR 2000" be now passed on second and final reading and the Borough Clerk be and hereby authorized and directed to publish said Ordinance, same to be published in The Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights.

 

ORDINANCE NO. 1902:

BE IT RESOLVED that an Ordinance entitled: "AN ORDINANCE APPROPRIATING THE SUM OF $70,000.00 TO PROVIDE FOR THE ACQUISITION OF A DUMP TRUCK WITH PLOW ATTACHMENT AND OTHER NECESSARY APPURTENANCES FOR THE USE OF THE DEPARTMENT OF PUBLIC WORKS OF THE BOROUGH OF HASBROUCK HEIGHTS AND TO AUTHORIZE THE FINANCING OF THE COST THEREOF IN ACCORDANCE WITH THE PROVISIONS OF THE LOCAL BOND LAW BY THE ISSUANCE OF BONDS OR NOTES NOT TO EXCEED THE SUM OF $66,500.00" be now passed on second and final reading and the Borough Clerk be and hereby authorized and directed to publish said Ordinance, same to be published in The Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights.

On a motion by Councilman Pepe, seconded by Councilman DiPisa, and unanimously carried, the foregoing Ordinances on Public Hearing were approved.

 

MISCELLANEOUS FROM PUBLIC:

This being the first meeting of the month, the Mayor dispensed with opening the meeting to the public and said that the meeting would be open to the public on June 27, 2000.

 

RECESS FOR CAUCUS:

The Mayor announced that the meeting would be recessed for Caucus. Before beginning the Caucus, the Mayor asked that the meeting be closed to the public for pending or anticipated litigation.

 

ADJOURN:

There being no further business to be conducted by the Mayor and Council, the meeting was adjourned.
