BOROUGH OF HASBROUCK HEIGHTS
M I N U T E S
November 9, 1999
A Regular Meeting of the Mayor and Council of the Borough
of Hasbrouck Heights was held on November 9, 1999 at 8:00 p.m. in the Council Chambers of
the Municipal Building, 248 Hamilton Avenue, Hasbrouck Heights, New Jersey.
Mayor Torre stated that the meeting complied with the
Sunshine Law, due notice having been made to all members of the Council by personal
service on January 1, 1999 and transmitted to The Observer, The Record and the Herald News
on January 4, 1999.
ROLL CALL:
Present: Mayor William J. Torre, Councilman Andrew Link III, Councilman Herbert D. Heeren,
Councilman Justin A. DiPisa, Councilwoman Marlene Verrastro,Councilman John Wassberg
Absent: Councilman Garrett Pepe
SALUTE TO FLAG:
Mayor Torre led in the Salute to the Flag.
COMMUNICATIONS:
None
BILLS: BE IT RESOLVED
that the claims and accounts amounting to $1,771,433.74 specified in the schedule, having
been examined and approved by the Finance Commissioner, or his Deputy, be paid and that
warrants be issued therefor.

On motion by Councilwoman Verrastro, seconded by Councilman DiPisa, and unanimously
carried, the foregoing Resolution was adopted.

187. Authorizing 1999 Budget Appropriation Transfers

On motion by Councilman Wassberg, seconded by Councilwoman Verrastro, the foregoing
Resolutions were adopted.
Mayor Torre announced that two residents were to be honored. Gilbert Hunt received the
Bergen County Executive Outstanding Volunteer of the Year Award (but was on vacation when
the award was presented and it was forwarded to Mayor Torre to present) who has been
involved with the Masonic Lodge, Board of Education, Chairman of the 100th Anniversary
Celebration, and presently on the Planning Board and Library Steering Committee.
Also being honored was Sidney Parker for his many years of service to the Boy Scouts. A
Proclamation was prepared in his honor and read by the Mayor (attached). Councilman
Heeren, a former scoutmaster, assisted in the presentation to Mr. Parker.
Appointments:
Rita Ratkowski as School Crossing Guard
Louis Castellitto from Alternate 1 and Joanne Audino from Alternate 2 to Regular Members
of the Board of Health
On motion by Councilwoman Verrastro, seconded by Councilman DiPisa, they were unanimously
carried..
Resignations:
Craig Stewart from the Ambulance Auxiliary
Roseanne Stewart from the Ambulance Auxiliary
John Rocha from the Ambulance Auxiliary
On motion by Councilman DiPisa, seconded by Councilwoman Verrastro, they were unanimously
carried.
Before the reading of the Ordinances on Introduction, the mayor thanked Michael Kronyak
and Ralph Chandless for their work regarding senior citizen discounts and Cablevision,
that if the Board for Cablevision ever offers this to municipalities, Hasbrouck Heights
will have the right to get the discount. Also Hasbrouck Heights will be able to appear on
the Public Access channel and place cable TV in public buildings.
ORDINANCES ON INTRODUCTION:
ORDINANCE NO. 1878::
BE IT RESOLVED that an Ordinance entitled: "AN ORDINANCE GRANTING MUNICIPAL CONSENT
FOR THE PLACEMENT OF FACILITIES AND THE ESTABLISHMENT OF CABLE TELEVISION SERVICE IN THE
BOROUGH OF HASBROUCK HEIGHTS, BERGEN COUNTY, TO CABLEVISION OF OAKLAND, INC." introduced
this date be and the same is hereby passed on first reading and the Acting Borough Clerk
be directed to advertise notice of public hearing on said Ordinance to be held at the
regular meeting of the Borough Council on November 23, 1999 at 8:00 p.m.
Before Ordinance No. 1879 was introduced, Councilman Heeren introduced an amendment to
Item 6M.
ORDINANCE NO. 1879:
BE IT RESOLVED that an Ordinance entitled: "AN ORDINANCE TO AMEND AND
SUPPLEMENT CHAPTER 271 ENTITLED "TOWING OF VEHICLES" OF THE CODE OF THE BOROUGH
OF HASBROUCK HEIGHTS AS TO PROVIDE FOR A DEADLINE FOR THE FILING OF APPLICATIONS, TO
CHANGE THE REQUIREMENTS FOR QUALIFICATION OF APPROVED TOWERS AND TO AMEND THE FEES THAT AN
APPROVED TOWER MAY CHARGE" introduced this date be and the same is hereby passed
on first reading and the Acting Borough Clerk be directed to advertise notice of public
hearing on said Ordinance to be held at the regular meeting of the Borough Council on
November 23, 1999 at 8:00 p.m.
On a motion by Councilman Heeren, seconded by Councilman DiPisa, the foregoing Ordinance
on Introduction was approved as amended.
ORDINANCE(S) ON PUBLIC HEARING:
Mayor Torre opened the meeting to the public for anyone wishing to speak on Ordinances No.
1872, No. 1876 and No. 1877. There being no one wishing to speak, Mayor Torre closed the
meeting to the public.
ORDINANCE NO. 1872:
BE IT RESOLVED that an Ordinance entitled: ""AN ORDINANCE TO AUTHORIZE
THE GRANT PURSUANT TO N.J.S.A. 40A:12-13 OF AN EASEMENT 4 FEET IN WIDTH AND 70 FEET IN
LENGTH FROM THE PUBLIC RIGHT OF WAY ALONG THE EASTERLY SIDELINE OF LANDS AND PREMISES
APPEARING ON THE CURRENT ASSESSMENT MAP OF THE BOROUGH OF HASBROUCK HEIGHTS AS LOT 16 IN
BLOCK 48 TO ALLOW THE PASSAGE OF MOTOR VEHICLES TO THE REAR YARD OF LOT 15 IN BLOCK
48" be now passed on second and final reading and the Acting Borough Clerk be and
is hereby authorized and directed to publish said Ordinance, same to be published in The
Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights.
ORDINANCE NO. 1876:
BE IT RESOLVED that an Ordinance entitled: ""AN ORDINANCE AMENDING
SECTIONS 28-20 AND 28-24 OF CHAPTER 28 ENTITLED "FIRE Ordinances on Public Hearing
cont'd:
DEPARTMENT" OF THE CODE OF THE BOROUGH OF HASBROUCK HEIGHTS IN RESPECT TO GRATUITIES
AND COMPENSATION PAID TO THE MEMBERS OF THAT DEPARTMENT" be now passed on second
and final reading and the Acting Borough Clerk be and is hereby authorized and directed to
publish said Ordinance, same to be published in The Observer, a newspaper circulating and
published in the Borough of Hasbrouck Heights.
ORDINANCE NO. 1877:
BE IT RESOLVED that an Ordinance entitled: ""AN ORDINANCE TO AMEND AND
SUPPLEMENT SECTION 194-4 OF THE CODE OF THE BOROUGH OF HASBROUCK HEIGHTS TO FURTHER PERMIT
THE USE OF THE PISTOL RANGE BY FORMER OFFICERS RETIRED FROM THE POLICE DEPARTMENT OF THIS
BOROUGH WHO PRESENTLY RESIDE IN THIS BOROUGH" be now passed on second and final
reading and the Acting Borough Clerk be and is hereby authorized and directed to publish
said Ordinance, same to be published in The Observer, a newspaper circulating and
published in the Borough of Hasbrouck Heights.
On motion by Councilman Wassberg, seconded by Councilwoman Verrastro, and unanimously
carried, the foregoing Ordinances on Public Hearing were adopted.
MISCELLANEOUS FROM PUBLIC:
Mayor Torre waived opening the meeting to the public.
There being no one else wishing to speak, Mayor Torre closed the meeting to the public.
ADJOURN:
here being no further business to be conducted during this portion of the meeting, the
Governing Body recessed for Caucus at 8:30 p.m.
