SPECIAL MEETING

A Special Meeting of the Mayor and Council of the Borough of Hasbrouck Heights was held on March 31, 1998 at 7:30 p.m. in the Council Chambers of the Municipal Building, 248 Hamilton Avenue, Hasbrouck Heights, New Jersey.

Mayor Torre stated that the meeting complied with the Sunshine Law, due notice having been made to all members of the Council by personal service on March 27, 1998, to the Herald News and The Record on March 27, 1998 and to The Observer by 48 Hour Notice on March 27, 1998.

ROLL CALL: Present: Mayor William J. Torre, Councilman Andrew Link III, Councilman Herbert D. Heeren, Councilman Justin A. DiPisa, Councilman Garrett R. Pepe, Councilwoman Marlene Verrastro, Councilman John Wassberg

Absent: None

Also Present: Board of Education Trustees Colleen Jarvis, Art Suriano, Dr. Burnett Eglow and School Superintendent Dr. Richard Stepura.

PURPOSE: Discussion of Board of Education's proposed capital projects.

Dr. Richard Stepura said that after the voters in the Borough voted against the regionalization of schools with Wood-Ridge, the Board of Education decided it had to develop a plan to address the needs of their facilities and the student population at all of their schools. Dr. Stepura then presented the Governing Body with plans showing the proposed school additions and gave a presentation. There will be a referendum with questions being presented to the voters at a Special Election to be held on May 12th to see if they are interested in expanding the schools. Mr. Suriano then went over the financial part of the presentation. There will be two proposals for the referendum. The first is to provide for the construction of additions and renovations at the Euclid Elementary School, the Lincoln Elementary School and the Hasbrouck Heights Junior Senior High School, including construction of a multipurpose physical education room at the Junior Senior High School and including acquisition and installation of furnishing and equipment and site work and to issue bonds of the school district for such purposes in the principal amount of $8,795,000. The second proposal is further authorizing the Board of Education to provide for the construction of a full size gym at the Hasbrouck Heights Junior Senior High School in place of the multipurpose physical education room described in the first proposal, together with related renovations and to issue additional bonds of the school district for such purpose in the principal amount of $1,627,000. The second proposal would not go into effect unless the first proposal is also approved at the referendum.

NOTE: There was a problem with the tape recorder and when tape one ran out, tape two did not record the rest of the meeting.
