A regular meeting of the Board of
Education was held on Tuesday, June 18, 2002, in the Dr. Burnett Eglow Media Center
of the Jr. Sr. High School Building, 365 Boulevard, Hasbrouck Heights, New Jersey. The
meeting was called to order at 8:00 p.m. by the President, Mrs. Powell.
Mrs. Powell read the following
statement:
"Pursuant to the New Jersey
Open Public Meeting Act, Public Law 1975, Chapter 231, the Board Secretary caused notice
of this meeting to be given to the public and the press on June 13, 2001".

RESOLUTION 6-058-02: Whereas, the
named students as per Attachment A have satisfactorily completed the course of studies
required for graduation from Hasbrouck Heights High School, and
Whereas, Mr. Joseph Luongo,
Superintendent of Schools, and Mr. Peter O'Hare, Principal of Hasbrouck Heights
Junior/Senior High School, have certified that these students have satisfactorily

RESOLUTION 6-072-02: Be It Resolved that, upon the recommendation of the Superintendent of
Schools, the Hasbrouck Heights Board of Education approves Theresa Gallagher to
provide speech and language therapy and swallowing therapy services for the months of July
and August at a fee of $100.00 per hour to special education students in accordance to
their IEP.
Be It Further Resolved that

RESOLUTION 6-076-02: Be it Resolved that, upon the recommendation of the Superintendent of
Schools, the Hasbrouck Heights Board of Education approves the ESL three year plan
as submitted.
RESOLUTION 6-077-02: Be it Resolved that, upon the recommendation of the Superintendent of
Schools, the Hasbrouck Heights Board of Education approves St. Clare's Hospital to
provide bedside instruction to one district student at the rate of $39.00 per hour, 2
hours per day effective May 15, 2002 to patient discharge.

RESOLUTION 6-087-02: Whereas, there is a need for the following job assignments to be
completed during the summer months:
A. Supervision of summer
programs.
B. Interview and recommending new coaches positions.
C. Arrange for fall athletic physicals.
D. Follow up on purchase order for athletics.
E. Inventory and store new equipment.
F. Order non-bid items.
G. Hire officials and send contract where needed.
H. Prepare equipment for August practices, and
Whereas, the Superintendent of
Schools has recommended the hiring of Mr. John Tessaro to complete the above tasks.
Now, Therefore Be It Resolved,
that the Hasbrouck Heights Board of Education approve Mr. John Tessaro be paid a stipend
of $6,096 to complete the above tasks during the months of July and August, 2002
.
RESOLUTION 6-088-02: Whereas,
there exists a need for a designated person for asbestos compliance for the Hasbrouck
Heights School District of the Borough of Hasbrouck Heights, Bergen County, New Jersey.
Be It Resolved that Karl and
Associates be appointed as designated person for asbestos compliance for the 2002-2003
school year in accordance with their proposal dated June 4, 2002.
RESOLUTION 6-089-02: Be It Resolved that, upon the recommendation of the Superintendent of
Schools, the Hasbrouck Heights Board of Education employ the following as custodian or
technology summer helpers from July 1, 2002 to September 1, 2002 at the hourly rate
indicated:

RESOLUTION 6-090-02: Be It
Resolved that, upon the recommendation of the Superintendent of Schools, the
Hasbrouck Heights Board of Education approve the use of 5 classrooms and office space for
an after school dyslexic program sponsored by the Scottish Masons from July 1, 2002 to
June 30, 2003. All expenses for the use of the facilities will be paid by the requesting
organization, and
Be It Further Resolved, that all
district policies and school schedules are to be followed.
RESOLUTION 6-091-02: Whereas, the Hasbrouck Heights Board of Education ("Board")
is engaging in a project to upgrade and renovate the Hitchcock Field complex (the
"Project"); and
Whereas, the Board has determined
that the consulting and advisory services of a full service architectural firm is needed
to specify and oversee the construction of the Project; and
Whereas, EI Associates (the
"Consultant") has submitted a proposal dated April 30, 2002 to specify the
Project (the "Proposal"); and
Whereas, the Board, after due
consideration and discussion of said Proposal, has determined that Consultant's services
are necessary and will meet the needs of the District with regard to the Project based
upon the firm's credentials, experience and reputation; and
Whereas, pursuant to N.J.S.A.
18A:18A-5(a)(1) a contract retaining the services of Consultant can be made, negotiated,
and awarded by the Board by resolution, at a public meeting, without public advertising
for bids, as the subject matter of said contract involves professional services;
Wherefore, Be It Resolved, that
the Board authorized the Administration to enter into a contract with the Consultant for
the services outlined in its Proposal of April 30, 2002 subject to negotiation, drafting,
review and approval by Board Counsel of the formal contract;
Wherefore, Bit It Further
Resolved, that a brief notice of this action shall be printed once in The Observer,
stating its nature, duration, service and amount, and that the resolution and contract are
on file in the offices of the Board of Education in the following form:

Notice of Award of Professional
Service Contract
At its regular meeting of June
18, 2002, the Board of Education authorized the awarding of a contract for professional
consulting services with EI Associates, with offices located at 8 Ridgedale Avenue, Cedar
Knolls, N.J. 07927, in connection with the upgrades and renovations at the Hitchcock Field
complex. The contracted amount to be $28,938 for the work performed. This resolution and
contract are on file and available for public inspection at the Board of Education's
offices, located at 379 Boulevard, Hasbrouck Heights, New Jersey 07604.
RESOLUTION 6-092-02: Be It Resolved that, upon the recommendation of the Superintendent of
Schools, the Hasbrouck Heights Board of Education approves the reappointment of Mr.

RESOLUTION 6-093-02: Be It Resolved that the Hasbrouck Heights Board of Education approves
the award of bid contract for the Hitchcock Field Renovation Bid Number HF-1 as per
Attachment C.
RESOLUTION 6-094-02: Be It Resolved that, upon the recommendation of the Superintendent of
Schools, the Hasbrouck Heights Board of Education approves the appointment of Mr. Barry
Homyack as custodian from July 1, 2002 to June 30, 2003 at the annual salary of $25,455
(Step 1)
RESOLUTION 6-095-02: Be It Resolved that, upon the recommendation of the Superintendent of
Schools, the Hasbrouck Heights Board of Education approves the appointment of the
following individuals as custodial lead person for the 2002-2003 school year at the rate
of $100 per month, no right of tenure shall accrue from this appointment:
Euclid School - Edward Raymond
Lincoln School - John Szwed
Middle/High School - Dominick DePalma
RESOLUTION 6-096-02: Be It Resolved that, upon the recommendation of the Superintendent of
Schools, the Hasbrouck Heights Board of Education approves the appointment of Mr. Joseph
Fadden as substitute custodian for the 2002-2003 school year as needed at the annual
compensation of $1.00 (one dollar).

RESOLUTION 6-098-02: Be It Resolved that the Hasbrouck Heights Board of Education accepts
the following reports which are in agreement and that they be placed on file in the office
of the Board Secretary:

2. Report of the Treasurer of School Funds for the month April, 2002.
RESOLUTION 6-099-02: Be It Resolved that the Hasbrouck Heights Board of Education approves
the following budget appropriation transfers as per Attachment B.
RESOLUTION 6-100-02: Be It Resolved that pursuant to N.J.A.C. 6:20-2:12 (3) and upon
consultation with the appropriate district officials, the Board certifies that to the best
of its knowledge as of June 30, 2002, no major account or funds have been overexpended in
violation of N.J.A.C. 6:20-2:12 and that sufficient funds are available to meet the
district's financial obligations for the remainder of the fiscal year.
RESOLUTION 6-101-02: Be It Resolved that the Hasbrouck Heights Board of Education approves
the actual payroll for the month of May, 2002, as adjusted, in the amount of
$1,062,802.42, and that the President of the Board, the Board Secretary, and the Treasurer
of School Funds be, and they hereby are, authorized to sign warrants up to and including
the above.
RESOLUTION 6-102-02: Be It Resolved that the Hasbrouck Heights Board of Education approves
the estimated payroll for the month of June, 2001, in the amount of $1,050,000.00 and that
the President of the Board, the Board Secretary, and the Treasurer of School Funds be, and
they hereby are, authorized to sign warrants in any amount up to and including the above
$1,050,000.00.
RESOLUTION 6-103-02: Be it Resolved that the President of the Board, the Board Secretary,
and the Treasurer of School Funds be, and they hereby are, authorized to sign warrants for
supplies and materials received and services rendered to the Hasbrouck Heights School
District . The amount for the month of June being:

RESOLUTION 6-104-02: Whereas, there exists a need for various types of insurance coverage,
and services of claims, and
Whereas, funds are available for this purpose, and
Whereas, the Local Public
Contracts Law (NJSA40A:11-1 et seq) requires that the resolution authorizing the award of
contract for "Insurance Agent" without competitive bidding must be adopted at a
duly constituted public meeting.
Now therefore Be It Resolved by
the the Hasbrouck Heights Board of Education under the provisions of NJSA 18A:18A-5a(10)
as follows:
1. That O'Gorman and Young is
hereby appointed Insurance Agent for Property, Casualty and Liability Insurance for the
Hasbrouck Heights Board of Education of the Borough of Hasbrouck Heights for the 2002-
2003 school year.
2. That the Board approve the
insurance coverage quotation by O'Gorman and Young at the estimated cost of $51,878 for
the period July 1, 2002 to June 30, 2003 in accordance with their proposal with
property/casualty coverage provided by the School Alliance Insurance Fund.

RESOLUTION 6-107-02: Be It
Resolved that upon the recommendation of the Superintendent of Schools the Hasbrouck
Heights Board of Education accept the resignation, effective June 30, 2002, of the
following individual pursuant to the provisions of the Hasbrouck Heights Board of
Education Voluntary Separation Program Year 2002.

Resolved that the Hasbrouck Heights Board of Education provide all students with Student
and Athletic Accident Full Excess Insurance Plan as underwritten by the Cigna Insurance
Group (basic coverage and catastrophic coverage) according to the proposal submitted by
T.L. Groseclose Associates of Belle Mead, New Jersey, for the school year 2002-2003 with
the annual premium as follows:

RESOLUTION 6-109-02: Whereas, there exists a need for a School Board Attorney to the
Hasbrouck Heights Board of Education of the Borough of Hasbrouck Heights, Bergen
County, New Jersey, and
Whereas, Funds are available for
this purpose, and
Whereas the Local Public
Contracts Law (NJSA 40A:11-1 et seq) requires that the resolution authorizing the award of
contract for "Professional Services" without competitive bidding must be adopted
at a duly constituted public meeting.
Now, Therefore Be It Resolved,
that the Hasbrouck Heights Board of Education appoint Allan P. Dzwilewski, Esq. as School
Board Attorney for all matters except those relating to collective bargaining negotiations
by the Board under the provisions of NJSA 18A:18A-5A(1) with renumeration to be $135.00
per hour plus additional fees to be negotiated for matters outside the scope of the hourly
rate.
RESOLUTION 6-110-02: Whereas, there exists a need for a School Board Attorney to the
Hasbrouck Heights Board of Education of the Borough of Hasbrouck Heights, Bergen County,
New Jersey, and
Whereas, Funds are available for
this purpose, and
Whereas the Local Public
Contracts Law (NJSA 40A:11-1 et seq) requires that the resolution authorizing the award of
contract for "Professional Services" without competitive bidding must be adopted
at a duly constituted public meeting.
Now, Therefore Be It Resolved,
that the Hasbrouck Heights Board of Education appoint Anthony P. Sciarrillo, Esq. as
School Board Attorney for all matters relating to collective bargaining negotiations by
the Board under the provisions of NJSA 18A:18A-5A(1) with renumeration to be $125.00 per
hour plus additional fees to be negotiated for matters outside the scope of the hourly
rate.
RESOLUTION 6-111-02: Whereas, there exists a need for a School Auditor to the Hasbrouck
Heights Board of Education of the Borough of Hasbrouck Heights, Bergen County, New Jersey,
and
Whereas, Funds are available for
this purpose, and
Whereas the Local Public
Contracts Law (NJSA 40A:11-1 et seq) requires that the resolution authorizing the award of
contract for "Professional Services" without competitive bidding must be adopted
at a duly constituted public meeting.
Now, Therefore Be It Resolved,
that the Hasbrouck Heights Board of Education appoint the firm of Cannone and company as
School Board auditor for the 2001-2002 school year under the provisions of NJSA
18A:18A-5A(1) with renumeration as follows:

RESOLUTION 6-112-02: Be It Resolved that, upon the recommendation of the Superintendent of
Schools, the Hasbrouck Heights Board of Education approves the retroactive reappointment
of Mr. Frank Gautier as Technology Technician from October 1, 2001 to June 30, 2002 at the
annual salary of $30,160 pro-rated.
RESOLUTION 6-112-02: Be It Resolved that, upon the recommendation of the Superintendent of
Schools, the Hasbrouck Heights Board of Education approves the reappointment of Mr. Frank
Gautier as Technology Technician from July 1, 2002 to June 30, 2003 at the annual salary
of $31,167.

longer necessary at a future date to be determined.
